याचिकाकर्ता ने कोर्ट में कहा कि उसने हाईकोर्ट की न्यायिक अकादमी और हॉस्टल के इंटीरियर व फर्निशिंग का कार्य पूरा कर दिया है, इसके बावजूद अब तक भुगतान जारी नहीं किया गया.
